Presentation Synopsis:
Ms. Ratliff will be discussing the state of demand response in Virginia and the Mid Atlantic with particular emphasis on the Energy Efficiency Rebate program with PJM. She will also unpack the recent reliability issues in Texas including the equipment issues, FERC regulations, Margin requirements and the Texas Choice real time rates for residential consumers.
Ms. Ratliff Bio:
Leigh Anne Ratliff has administered the State of Virginia’s Demand Response programs since 2008. She holds a BS Engineering from the University of Illinois, a MS Financial Markets and Trading from the Illinois Institute of Technology and a MERL (Masters of Energy Regulation and Environmental Law) from the Vermont Law School. In 2020, the Commonwealth contract committed almost 100MW year-round to support reliability in the Mid Atlantic Grid. In addition to local boards for her children’s swimming and schools, Ms. Ratliff is also on the Board of the Virginia Energy Efficiency Council.
