Alternate Design Strategy for Horizontal, Steam to Water, Shell and Tube Heat Exchangers - Horizontal, steam to water, shell and tube heat exchangers are a staple product in the HVAC and process industries. Typical designs rely on extraction of condensate during normal operation. The presentation offers an alternate approach to designing heat exchangers that flips common convention and the heat exchanger on their end, where the shell remains flooded and energy stored in the condensate is finally able to be utilized. The presentation will review common applications and key considerations for this alternate design method.

Jimmy Giles is a Sales Engineer with Jobe and Company covering the Tidewater and Richmond areas of Virginia. He has experience in providing solutions for process control, measurement, HVAC, and safety solutions for industrial, water/wastewater, and commercial applications. Jimmy holds a Bachelor’s Degree in Mechanical Engineering from Virginia Tech.

Leigh Anne Ratliff
State of Virginia Demand Response
Ms. Ratliff will be discussing the state of demand response in Virginia and the Mid Atlantic with particular emphasis on the Energy Efficiency Rebate program with PJM. She will also unpack the recent reliability issues in Texas including the equipment issues, FERC regulations, Margin requirements and the Texas Choice real time rates for residential consumers.
Ms. Ratliff Bio:
Leigh Anne Ratliff has administered the State of Virginia’s Demand Response programs since 2008. She holds a BS Engineering from the University of Illinois, a MS Financial Markets and Trading from the Illinois Institute of Technology and a MERL (Masters of Energy Regulation and Environmental Law) from the Vermont Law School. In 2020, the Commonwealth contract committed almost 100MW year-round to support reliability in the Mid Atlantic Grid. In addition to local boards for her children’s swimming and schools, Ms. Ratliff is also on the Board of the Virginia Energy Efficiency Council.

Joe Harrell, PE, CEM is the Associate Vice President of Facilities at the University of Cincinnati, and his team of 500 dedicated professionals are responsible for all building services for 124 uptown buildings and 3 branch campuses totaling more than 13 million square feet. The services they provide include maintenance and repairs, housekeeping, grounds, transportation, central receiving, moving services, mail delivery, utilities, and our in house construction group. Joe also enjoys working with students, faculty, and other staff members to make UC’s campus more energy efficient. Prior to joining UC, he worked for a utility company and several ESCO’s where he worked with many large industrial and commercial energy users to design, finance, and implement large-scale energy conservation projects.
Joe is on many committees including the Board of the UC Early Learning Center, Co-chair of Tobacco Free UC, President’s Advisory Committee on Environment and Sustainability, and is a UC Be Well Ambassador.
Joe has a BS in Electrical Engineering from Rose Hulman Institute of Technology and is a licensed Professional Engineer and a Certified Energy Manager. He is the Vice President of the Association of Energy Engineers (AEE) and conducts training around the country for the AEE’s Certified Energy Managers program.
